The Nebraska Department of Education (NDE) will hold a hearing on draft revisions for Rule 11 on April 27 at 9 a.m. CT. Title 92, Nebraska Administrative Code, Chapter 11, known as Rule 11, applies to prekindergarten programs established by public schools for children from birth to age 5. The public is invited to testify virtually at the hearing. After the hearing, the Nebraska State Board of Education will incorporate public input and vote on adoption before being advanced to the Governor for approval.
The most significant proposed changes to Rule 11 include implementation of compulsory kindergarten-entrance age definitions enacted into law in LB71 in 2024 and allowable reasons for suspension for prekindergarten through second grade in LB653 earlier this year, streamlining of the waiver process for certified teachers and alternative program requirements for classroom staff.
